Safekeeping of the weapon - the act of depositing the weapon, at home or other authorized location, in a non-portable safe or security cabinet, strongroom or fortified house, as well as the application of a padlock, activation of a mechanism or removal of a part that prevents it from firing (article 2, no. 5, al. o) of law 12/2011, 27 April);
As we can see in this article, there are two distinct stages to securing a firearm. The first, and most commonly, involves the use of a trigger lock, which prevents the firearm from firing. The second, and what we want to address in this publication, is storing the firearm in a safe or non-portable security cabinet.
Article 32 of the current firearms law requires the holder of each license (C, D, or Home Detention) to have a safe or non-portable security cabinet when the number of weapons of the same class exceeds two (2). An exception is made for class B1 weapons, where only two (2) are permitted. The same article also states that if the total number of firearms exceeds 25 weapons, you are required to have a safe or fortified house.
Mechanical safes have the advantage of operating without the need to check additional accessories, such as batteries. However, their combination cannot be changed without technical intervention. Therefore, access must be restricted to only one or very few users. If there is a disagreement, or the person no longer lives in the residence or business, they will leave the premises knowing the combination, which, of course, is not advisable.
Digital electronic safes, on the other hand, have the advantage of being easy to change the password. This means that if the person who had access to the password is no longer part of the company or no longer lives in the same location, the owner can change the combination. Or, if, when the user opens the safe, there's someone present who witnesses the opening, the password can be changed again immediately afterward. Some companies change the sequence of numbers daily, preventing the disclosure of information and thus ensuring greater security. However, since these safes typically operate on a battery-powered system inside, there's a risk of the battery running out, so emergency batteries must be used on the outside, replacing extra batteries inside.
Some electronic safe models have a security key so that if the password is forgotten or the batteries run out, they can be opened and then the secret must be reprogrammed.
There are also digital electronic safes with a Delay Lock, a device that requires a set timer to open a safe or strongbox. It's used in all banks, lottery shops, and businesses that handle large sums of money. It serves as a theft deterrent, as the agent must wait for the timer to count down, increasing the risk of being caught.
The main feature of this lock is its delay system. You can pre-determine the waiting time until the safe door is released. This is a trick against robberies where the user can cooperate with the thief in opening the safe, but will force them to wait until access is granted.
